Storm Clouds over Europe 1882-1907

AS THE year 1899 drew to a close, Europeans and Americans began to wonder when, exactly, the nineteenth century would end and the twentieth century begin. Most people thought that this would take place at midnight of December 31, 1899, but historians disagreed. They pointed out that the first hundred years after the birth of Christ had ended with the final seconds of the year 100. Therefore, they said, the twentieth century would not begin until January 1, 1901. As they toasted the new century that New Year’s Day most people in Europe and America were satisfied and hopeful. Life was better for them than it had been for their fathers and grandfathers, they were certain that it would be better still for their sons and grandsons. They believed in human progress and looking back over the century just past, they could find good reasons for this belief. There had been no widespread fighting in Europe since the end of the Napoleonic Wars in 1815. The last war between European powers, the Franco-Prussian War, had taken place in 1870. Since then, thirty years of peace had brought tremendous benefits to the advanced countries of Europe. The growth of industry and trade had steadily enriched these countries and raised their living standards. With the spread of education, millions of people had learned to read and write. Democratic ideas were advancing everywhere; by now, most European countries had law-making assemblies with elected members and more people had the right to vote than ever before. As the powers had acquired territories on other continents, European ideas, beliefs and methods had come to dominate the entire world. Europeans were proud of their civilization and confident of the future. True, they had problems at home and abroad, but they were sure that their parliaments and …

Parceling Out a Continent 1841-1910

Africa, the second largest continent in the world, extends south from the Mediterranean Sea four thousand miles. Along its north coast is a strip of land known to Europeans since ancient times. South of this strip lie mountains and deserts. The Sahara, an empty “sea” of sand and rock, crosses the continent in a belt several hundreds of miles wide; it is hot and dry, vast and rugged. Europeans knew very little about the lands beyond it. Almost all they knew of Africa were the coasts, which they could reach by sea. As late as the time of the American Civil War and the unification of Italy and Germany, Africa was still largely unknown – the “Dark Continent.” The people of North Africa were white — descendants of the early inhabitants and of Arabs who had conquered them for Islam. South of the Sahara lay “Black Africa” a land of Negroes. The Negroes were divided into thousands of tribes, but had no organized states. They spoke hundreds of languages, but had no writing. They lived by hunting, raising cattle and simple farming and worshiped tribal gods. All of Black Africa was Negro except for a few places on the Indian Ocean where Arab traders had settled and the southernmost part of the continent, where some European families had settled. STANLEY AND LIVINGSTON In the sixteenth century, Portuguese and Spanish ships had begun to stop at points on the Atlantic shore of Africa to trade. Later, traders came from other European countries. The names they gave to stretches of shoreland — the Gold Coast, the Ivory Coast, the Slave Coast — show what they came for. The Europeans found that the sultry coastland was ridden with disease. Europe Divided 1825 -1881

IN EUROPE and North America, nationalism generally led to the creation of larger states and the centralization of power. In the Austrian Empire, however, nationalism had the opposite effect; it led to the break-up of the empire and the creation of a large number of small states. The reason was that the Austrian Empire was made up of people of different nationalities, each with its own language and customs. Although the German-speaking Austrians were only about one-fifth of the total population, the ruling family, the Hapsburgs, was Austrian and Austrians held most of the important government positions. The German-speaking people lived mainly in Austria and parts of Bohemia. The Czechs lived in Bohemia and Moravia. The majority of the people in Hungary were Magyars. The empire also included many Italians, Rumanians and Slavs. The Slavs, all of whom spoke Slavic languages, were in turn divided into Czechs, Slovaks, Poles and Yugoslavs. The revolutions that took place in the empire in 1848 failed as the different national groups quarreled among themselves. When Vienna was retaken from the rebels, the old leaders — the army officers, the nobles, the wealthy landowners, the churchmen — knew they would regain their power, but Emperor Ferdinand had promised the people too much. He was forced to step down so that his son Francis Joseph could take the throne and Francis Joseph would not be bound by the promises made by his father. The government then became more oppressive than ever. It did away with constitutions and took a firm stand against any form of liberalism or democracy. It called out soldiers to strike down any demonstrations of nationalism. Although the government did make some effort to improve business conditions, it was unpopular with the people. The Revolution of 1848; 1830-1848

LOUIS PHILIPPE always spoke of himself humbly as the “citizen king.” Although he was dignified, friendly and tried to do things that would make him popular, his government could not satisfy the needs of the people. The reason was that only one out of every thirty Frenchmen had the right to vote. The Chamber of Deputies represented only the nobles and the rich upper crust of the middle class and often it did not even debate questions that were of importance to the great majority of the people. Many Frenchmen did not like the new king. The republicans were opposed to having any king at all. The “liberals” — people of the middle class who favoured a constitutional monarchy thought his government was too conservative and did not allow enough freedom. As the years passed, more and more Frenchmen, including the workers in the cities, turned against him because he refused to support their demand for the right to vote. The liberals were forbidden to hold meetings at which they could present their demands. To get around this, they decided to follow the British system of holding political banquets. At the first of these, held in Paris in the summer of 1847, they demanded that the election laws be changed to include most of the middle classes. They also wanted freedom of trade and of the press. The banquet was so successful that similar gatherings were held in almost every town in the nation. Then the liberals announced that a great banquet, with a parade and demonstrations in the streets, would be held in Paris on the night of February 22, 1848. Democracy and Nationalism 1815-1848

WHILE THE Industrial Revolution was transforming England and creating a new kind of society, the continent of Europe seemed to be going backward instead of forward. After Napoleon’s defeat in 1815, the monarchs and aristocrats brought back the principle of “legitimacy.” Legitimacy meant that only kings, aristocrats and the established church had the right to rule and that the people must obey them without question. The American and French revolutions had been fought to overthrow the principle of legitimacy. The idea behind these revolutions was that governments were created by the people. As the Declaration of Independence put it, all men were born equal and had the right to “life, liberty and the pursuit of happiness”– and governments were set up to help them secure these rights. Legitimacy and the ideas of the revolutions were completely opposed to each other. At first it looked as though legitimacy would win out, at least in Europe. In 1814, the four nations that had defeated Napoleon — Austria, Russia, Prussia and Britain — met in a peace conference called the Congress of Vienna. They gave the throne of France to Louis XVIII. They changed the map of Europe to produce a balance of power that is, groupings of states that were roughly equal to each other in strength. They saw to it that Germany and Italy were divided and did not become great and united nations. To carry out their agreements and keep down revolution, Austria, Russia, Prussia and Britain formed what was known as the Quadruple Alliance. Later, in 1818, they became allied with France and formed the Quintuple Alliance. The British, however, did not support all the policies of the alliance; they believed that every country had the right to change its form of government. The result was that Austria, Russia …

Emperor of the French 1804 -1815

On December 2, 1804, in a ceremony of great pomp and splendour at the cathedral of Notre Dame in Paris, Napoleon Bonaparte was crowned Napoleon I, Emperor of the French. Pope Pius VII was there. He had come from Rome to offer his blessing and to place the crown on the head of the new emperor but Napoleon did not do what was expected of him. Instead of kneeling, he took the crown from the Pope’s hands and put it on himself. He also placed a crown on the head of his wife, Josephine. Only twelve years had passed since the French had risen in revolt against their king. Now, by popular vote, they had placed Napoleon on the throne and approved a new constitution giving him almost unlimited power. People in other lands wondered if the French were turning their back on the revolution, but the French did not think so. They looked upon Napoleon as the man who had made laws and treaties to protect most of the benefits which they had won during the revolution. Yet the French had changed. They no longer spoke of liberty. They were willing to give up some of their freedom in order to enjoy other things that now seemed just as important and men who had once been great champions of liberty could do little about it. Among them was Lafayette, who had returned to France after several years in Austrian prisons. Not wishing to support a government under which freedom did not exist, he refused to accept any public office and lived the life of a gentleman farmer. Most Frenchmen simply felt that a practical form of government was more important than liberty. Ferdinand and Isabella Unite Spain 1469-1700

IT WAS Wednesday, October 18, 1469 and Princess Isabella of Castile and Prince Ferdinand of Aragon were being married. At the end of the beautiful ceremony, the two thousand guests cheered and the entire city of Valladolid began a week of celebration. Isabella was overjoyed, for she loved her husband and he loved her. They seemed well matched. Isabella was eighteen, tall, blonde and blue-eyed – “The handsomest lady I ever beheld‚” one nobleman said. Ferdinand was slightly shorter than his wife, but he was handsome. Isabella was intelligent, very religious and strong-willed. Ferdinand, too, was intelligent and he was extremely shrewd. The happy couple talked for long hours, went riding, played chess and their love grew. Isabella was glad to escape from the royal court of her brother, King Henry IV of Castile. Castile was the largest of the several kingdoms that made up Spain and under Henry IV it was probably the worst ruled. Isabella hated Henry’s court. The nobles were proud, ignorant and insolent; some were fierce warriors, the rest seemed lazy. Most of them taxed their peasants harshly, then spent the money on magnificent lace-trimmed clothes, on drinking and fighting. King Henry himself set a bad example. He was cruel, he loved to watch spectacles and fires, he let his guard of wild Moorish soldiers insult the young Spanish ladies. When their fathers complained, he told them they were insane and had them whipped in public. The nobles could get anything they wanted from Henry. Sometimes he gave them blank checks to take any sum they wished from Castile’s treasury. Henry was a weak king and became known as Henry the impotent. The Counter Reformation 1521-1648

THE BLAST OF MUSKETS and the clang of swords against armour echoed across the plains of Italy, Spain and the Lowlands. Warriors of the king of France were clashing with the Spanish infantry and German knights of the Holy Roman Emperor. Control of the nations of Europe was the prize both nations sought. They schemed and plotted; their generals planned campaigns; their soldiers marched out to victory or defeat. Victories counted for little, for much of Europe’s future was decided by another, different kind of war – a war for the minds and souls of men. Village squares and royal council chambers, churches, university lecture halls and schoolrooms were the battlefields of this new war. Its troops were armies of preachers whose battle-songs were hymns and whose weapons were Bibles and textbooks. Reformers were on the march, Lutherans and Calvinists. Their thundering voices shook the domes of ancient cathedrals and wakened bishops dozing in their palaces. The Reformers won no easy victories‚ however. The forces of the pope were also on the march and the strongholds of the Church were well defended. Frightened by rebellions in Germany and Switzerland, the Catholic leaders in Rome took further measures to strengthen the Church. “There is but one way to silence the Protestants’ complaints‚” a learned churchman told the pope “and that is not to deserve them.” Lowly monks and the powerful cardinals alike began to talk of reform, of hard work, of honesty and godliness. Gradually there were deeds to match the talk — a great Church house-cleaning that one day would be called the Counter-Reformation. Meanwhile, in Europe’s towns and colleges‚ new soldiers of the Church appeared. The Walls Come Tumbling Down 1300-1415

IN THE MIDDLE AGES, when knights fought wars in Europe’s fields, robbers roamed the roads and the dark forests seemed filled with unknown dangers, men put their trust in walls. Around each little town rose ramparts of massive stonework, a strong defense against the evils outside. Within the safety of the wall was a crowded little world, complete in itself — a castle‚ a church, a monastery or two, a marketplace and a tangle of cobbled streets lined with the thatch-roofed houses of townsmen. In such a town a man knew his place. He was a nobleman or a knight, a churchman, a craftsman, or a farmer and there were ancient invisible walls that marked off the little world in which each kind of person belonged. For a lord there was the realm of chivalry. He lived according to the code of knights and in time of war, put on his armour and defended the town against its enemies. In peacetime, he amused himself with hunting, banquets, poetry, music, dancing and wooing ladies in the complicated fashion called courtly love. Religion and scholarship were the territory of monks, priests and bishops. They were men who had learned to read the Bible and other books and who understood the Latin of church services. For commoners, there was work on land owned by the nobles and in shops that served the castle. It was an orderly system and it seemed as if it would never change. No peasant dreamed of becoming a knight or questioned the wisdom of the churchmen. The invisible walls, like the walls of stone around the town, were strong and old and within them a man felt safe. The Italian Kings of France 1494 – 1590

In all Europe there was no greater admirer of Italy than Francis I, king of France. Francis practiced Italian manners in his court, built Italian palaces in his parks and kept Italian books in his library. He collected Italian paintings and the artists who painted them. Indeed, the king admired Italy so much that he wanted to conquer it all. Francis was not the first ruler to feel these strong Italian longings. In England, Spain and Germany, kings and princes were busily remodeling their courts, their castles and themselves in the Italian manner. Though the little states of Italy were growing poor and weak, it seemed that every richer, stronger nation in Europe was struggling to catch up with them. Actually, it was the Renaissance that Francis and the others were striving to match — the displays of splendour, the well-bred elegance of the courts, the wisdom, and of course, the riches. Western Europe was waking up to the new age, after long years of poverty, confusion and fear brought on by the wars and plagues that destroyed the old world of chivalry. Through the Alps from Italy came an army of peaceful invaders, merchants first, then artists and men of learning. Along with their bolts of wool and Silk, their books and paintings, they brought the Renaissance. The Europeans, gradually stirring with the excitement of the new age, turned to Italy where its wonders had first appeared. Some sent their scholars and artists to Italy to study. Some, like the French, sent their troops. In 1494, little Charles VIII of France clapped a gilded helmet over his shaggy red hair, marched down the peninsula and conquered Naples.
